Management Strategies by Individuals, groups and governments towards Urban Growth and decline
Urban growth: Initially, all agencies would be required to do a feasibility study; an environmental impact study all of which gather information about if the project or development is worth the investment. For the area to have continued growth it would require; schools, daycare centres, hospitals, transport, electricity, water, sewer, parks and recreational amenities, community resources - library, health centres, shopping centres etc for the continued support of growth. Government injection of other industries to attract people to the area/project; factories for manufacturing; tradespeople; teachers; doctors; nurses; leisure & business professionals. Management, individual and governments working collectively to bring urban growth not decline, amenities and resources attract people to new areas. For Example: Norwest Business Park, the prices of land were attainable for both small and large organisations to be able to build their offices and factories which brought new people into the area; the housing developments from Kellyville through to Schofields grew as did the transport and now the with the Norwest Railway Link commencing the area is now more accessible to people which enables the Hills District to continue to grow.
Urban decline: People would require assistance with relocation, relationships, money, mortgages, schooling and education, health facilities for stress related issues.

My own Management Strategy
To work closely with government authorities (local, state and federal), to have a variety of resources to accommodate all walks of life. To ensure there was adequate power supply, water, electricity & education facilities. Employ highly specifically skilled staff for senior managerial positions; a variety of skilled and unskilled labour to sustain my project/business. Advertise my product, preferably via social media, newspaper, television and radio, depending on my budget. Finally, maintain the upkeep of my product by listening to what people what and do not want and ensure I have a quality improvement plan.
